  • Title: The seller assigns (signs over) the title to the buyer, who titles it at the county clerk.
  • No title: Under T.C.A. §55-3-202(b), a licensed dismantler/recycler or scrap metal processor may buy a vehicle 12 years old or older without seeing the title, solely for parts, dismantling or scrap.
